Deadly\u00a0US-Israeli\u00a0coalition\u00a0attacks\u00a0on\u00a0densely populated areas of\u00a0Tehran in March 2026,\u00a0that killed and injured dozens of civilians, must urgently be independently and impartially investigated to determine whether they constitute war crimes, Amnesty International\u00a0said\u00a0in a\u00a0new briefing<\/a> published today. The organization is calling for\u00a0accountability and redress for possible indiscriminate attacks in violation of international humanitarian law as hostilities continue to escalate between the USA and Iran.<\/p>\n The recent escalation between the USA and Iran \u2013 with reports of civilian casualties in a deadly US attack on a wedding celebration in Hormozgan province on 1 September 2026, and Iran\u2019s retaliatory attacks on Jordan, Kuwait, Iraq and Bahrain \u2013 demonstrates that the risks to civilians across the region remain high.<\/p>\n The organization\u2019s\u00a0investigation into\u00a0air\u00a0strikes on Niloufar,\u00a0Resalat, and\u00a0Javadieh\u00a0neighbourhoods of Tehran\u00a0between\u00a01\u00a0and\u00a013\u00a0March\u00a02026\u00a0found evidence\u00a0that\u00a0explosive weapons with wide area effects\u00a0were used in\u00a0densely populated\u00a0areas,\u00a0killing and injuring\u00a0civilians\u00a0and\u00a0causing\u00a0extensive damage to\u00a0homes, businesses and other civilian\u00a0buildings.<\/p>\n In\u00a0Resalat, air strikes\u00a0destroyed or damaged a\u00a0facility\u00a0belonging to\u00a0one of the Basij\u00a0battalions of the Islamic Revolutionary Guard Corps (IRGC), as well as three nearby\u00a0buildings\u00a0\u2013 at least one of which was a residential building\u00a0\u2013\u00a0killing\u00a016\u00a0civilians.\u00a0In Niloufar and\u00a0Javadieh,\u00a0at least\u00a025\u00a0civilians\u00a0were killed during air strikes\u00a0that caused destruction or damage to\u00a0police stations\u00a0as well as\u00a0widespread damage\u00a0to nearby homes and other civilian structures.<\/p>\n Police are normally considered civilians under international humanitarian law unless they are incorporated into the armed forces or are directly participating in hostilities. In Iran, the police force is part of the broader armed forces structure and therefore police stations may qualify as military objectives. While the USA and\u00a0Israel announced strikes on \u201cregime\u201d targets in Tehran in March 2026, neither\u00a0confirmed carrying\u00a0out these\u00a0three\u00a0specific attacks.<\/p>\n \u201cThe available evidence\u00a0in Tehran points to a series of\u00a0strikes using explosive weapons with wide area effects\u00a0on security-related facilities\u00a0within\u00a0densely populated urban areas,\u00a0with devastating\u00a0and yet entirely predictable\u00a0consequences for civilians. The civilian death toll, the scale of destruction, the timing of the attacks, the impact on nearby civilian structures and the lack of effective advance warnings point to alarming failures by the US-Israeli coalition to abide by the obligations to take all feasible precautions to minimize civilian harm and spare civilian objects,\u201d said Agn\u00e8s Callamard, Secretary General of Amnesty International<\/p>\n \u201cThe US\/Israeli strikes in Tehran investigated by Amnesty International may constitute indiscriminate attacks and amount to war crimes. They must be the object of independent, impartial, effective and transparent investigations.<\/p>\n The available evidence\u00a0in Tehran points to a series of\u00a0strikes using explosive weapons with wide area effects\u00a0on security-related facilities\u00a0within\u00a0densely populated urban areas,\u00a0with devastating\u00a0and yet entirely predictable\u00a0consequences for civilians<\/p>\n Agn\u00e8s Callamard, Secretary General<\/cite><\/p><\/blockquote>\n \u201cAmid the resumption of US strikes in Iran and renewed threats by US President Donald Trump to target civilian infrastructure, it is imperative that the US and Israel end all unlawful attacks and strictly comply with international humanitarian law, including by taking all feasible precautions to avoid, and in any event minimize, incidental loss of civilian life, injury to civilians and damage to civilian objects during the planning and execution of military operations. The same international law obligations apply to Iran while carrying out retaliatory attacks, including against Gulf states.\u201d<\/p>\n Amnesty International renews its calls for an enduring ceasefire<\/a>, and accountability for the unlawful US and Israeli attacks on Iran in violation of the UN Charter, and for all violations of international humanitarian law.<\/p>\n The organization also calls on the USA, Israel, and Iran to invite the International Humanitarian Fact-Finding Commission to conduct enquiries into allegations of serious violations of international humanitarian law by all parties, including attacks on energy infrastructure; and urges the UN Security Council and the UN General Assembly to consider all possible avenues to deliver and ensure peace, security and justice for all unlawful attacks in Iran.<\/p>\n Amnesty International analysed satellite imagery, as well as verifying 60 videos published online in relation to the three incidents. The organization also reviewed official public statements made by authorities in Iran, Israel and the USA and conducted interviews with two individuals inside Iran. Pseudonyms are used to protect their security. Amnesty International wrote to Israeli and US authorities on 17 July 2026 and to Iranian authorities on 31 July 2026. No response was received by the time of publication.<\/p>\n At least 20\u00a0civilians<\/a>\u00a0were killed\u00a0in the\u00a0attack in\u00a0Niloufar\u00a0Square\u00a0in\u00a0central\u00a0Tehran on 1 March 2026, according to information gathered by Amnesty International from eyewitness accounts, media reports, and statements from Iranian officials. The attack took place at around 9pm when restaurants and cafes were open and the presence of civilians was readily foreseeable.<\/p>\n The evidence gathered indicates that the attack directly struck and destroyed the 104 Abbas Abad Police Station (Kalantari 104), located on Eshghyar Street in Niloufar Square.<\/p>\n Verified videos show that the blast destroyed the police station and caused extensive damage to surrounding apartment buildings<\/a>, shops<\/a>\u00a0and other civilian structures located up to approximately 100 metres away.<\/p>\n A journalist who visited the site said the devastation extended well beyond the police station, leaving multiple apartment buildings uninhabitable and killing civilians, including a father and son who worked at a nearby bakery.<\/p>\n At least 16\u00a0civilians<\/a>\u00a0were killed\u00a0and dozens injured\u00a0during an\u00a0attack\u00a0in the densely\u00a0built-up\u00a0neighbourhood of\u00a0Resalat,\u00a0a populated district\u00a0in eastern Tehran,\u00a0at around\u00a02.30pm\u00a0local time\u00a0on 9 March\u00a02026, according to information gathered by Amnesty International from\u00a0open-source\u00a0evidence,\u00a0eyewitness accounts,\u00a0state\u00a0media reports, and statements from Iranian officials and the\u00a0Iranian\u00a0Red Crescent.<\/p>\n According to Amnesty International\u2019s research, the attack directly struck a facility belonging to a Basij battalion of the IRGC.<\/p>\n Amnesty International is unable to independently verify the exact number of strikes\u00a0that took place and the nature of all buildings impacted\u00a0in\u00a0Resalat\u00a0but satellite imagery analysed\u00a0by\u00a0the organization\u00a0shows\u00a0four distinct\u00a0buildings\u00a0where heavy damage and destruction are visible, including a residential building known\u00a0as\u00a0\u201cNumber 12\u201d\u00a0(Pelak-e 12)<\/em>. An eyewitness\u00a0told Amnesty International that\u00a0at least 13\u00a0civilians\u00a0in\u00a0residential building\u00a0Number\u00a012\u00a0were killed,\u00a0including\u00a0the building\u2019s caretaker and\u00a012 members of one family.\u00a0<\/p>\n Evidence gathered by Amnesty International, including satellite imagery and videos as well as witness accounts, indicates that Number 12 was likely struck separately from the Basij facility.<\/p>\n At least five civilians<\/a>, members of the same family,\u00a0were killed\u00a0and dozens injured<\/a>\u00a0during an attack in the densely populated neighbourhood of\u00a0Javadieh\u00a0in\u00a0southern Tehran\u00a0at\u00a0around midday on 13 March 2026, according to information gathered by Amnesty International from\u00a0state\u00a0media reports and statements from Iranian officials.<\/p>\n Satellite imagery taken between 11 and 14 March 2026\u00a0and audiovisual evidence show\u00a0that\u00a0the attack destroyed\u00a0parts of\u00a0Police Station 117\u00a0(Kalantari 117)\u00a0on\u00a0Ghorbani\u00a0Street\u00a0and other buildings nearby.<\/p>\n Verified videos show<\/a>\u00a0the\u00a0blast impact extending\u00a0up to\u00a0more\u00a0than\u00a050 metres\u00a0and causing severe damage<\/a>\u00a0to surrounding residential<\/a>\u00a0and commercial buildings. One\u00a0verified video<\/a>\u00a0shows emergency and rescue\u00a0workers\u00a0carrying out\u00a0rescue operations. Amnesty International\u2019s weapons experts analysed a photograph published by state media showing individuals standing around two dark, cylindrical pieces of metal lying on the ground and identified\u00a0the objects as consistent with a\u00a0component\u00a0of a Joint Direct Attack Munition (JDAM), specifically the section that houses the GPS guidance unit.
