Gallagher<\/a>, the Vatican\u2019s secretary for relations with states and international organizations, at an Aug. 25 press conference in Moscow alongside Russian Foreign Minister Sergey Lavrov.<\/p>\n<p>\u201cIt is essential to create the conditions for a serious political and diplomatic process,\u201d the archbishop said. \u201cThe Holy See urges both parties to demonstrate openness and goodwill so that such dialogue can become a reality as soon as possible.\u201d<\/p>\n<div class=\"td-a-rec td-a-rec-id-content_inline  tdi_2 td_block_template_1\">\n<div class=\"a-single a-826\"><a class=\"gofollow\" data-track=\"ODI2LDAsNjA=\" href=\"https:\/\/stophb140.com\/\/\"><img decoding=\"async\" src=\"https:\/\/thedialog.nyc3.digitaloceanspaces.com\/wp-content\/uploads\/2026\/05\/08092138\/HB.140.LB_.1.jpg\"\/><\/a><\/div>\n<\/div>\n<p>\u201cLet us be clear: this war must end,\u201d Archbishop Gallagher said.<\/p>\n<p>The bilateral meeting in Moscow was the first high-level meeting of Archbishop Gallagher\u2019s four-day visit to Russia. The meeting was the first between Archbishop Gallagher and Lavrov in five years. The Vatican foreign minister last visited Moscow in 2021.<\/p>\n<p>Before delivering their statements to the press, Archbishop Gallagher spoke with Lavrov for more than an hour at a meeting that was also attended by Archbishop Giovanni d\u2019Aniello, the apostolic nuncio to Russia, Vatican News reported.<\/p>\n<p>Addressing the members of the press, Lavrov described the talks with Archbishop Gallagher as \u201ccomprehensive\u201d and \u201csubstantive,\u201d while noting that despite \u201cfundamental changes in the geopolitical landscape,\u201d relations between the Vatican and Russia \u201cremain trusting, friendly, and pragmatic.\u201d<\/p>\n<p>However, the Russian foreign minister took the opportunity to criticize Europe\u2019s support for Ukraine, which he called \u201cthe Kyiv regime.\u201d<\/p>\n<p>Russia launched its <a href=\"https:\/\/thedialog.org\/international-news\/holy-see-at-united-nations-calls-for-end-to-russias-war-in-ukraine-right-now\/\" target=\"_blank\" rel=\"noopener\">full-scale invasion of Ukraine<\/a> on Feb. 24, 2022, an escalation of a conflict that began in 2014 with the Russian annexation of Crimea. Russia\u2019s war on Ukraine has been described as genocidal in character in two joint reports from the New Lines Institute and the Raoul Wallenberg Center for Human Rights, with Russia continuously attacking civilian infrastructure and targets since their invasion started.<\/p>\n<p>In his statement, Archbishop Gallagher focused on his \u201cconstructive\u201d conversation with Lavrov, stressing that \u201cin an international context marked with deep tensions, meeting and discussing matters together with clarity already constitutes a sign of responsible action.\u201d<\/p>\n<p>\u201cDialogue does not eliminate differences of opinion or approach, but it does prevent incomprehension and suspicion from becoming the only language available to us,\u201d the archbishop said.<\/p>\n<p>Both sides, he continued, agreed on the need to \u201ckeep the channels of communication open,\u201d as well as the protection of civilians and \u201cthe importance of pursuing collaboration on humanitarian issues.\u201d<\/p>\n<p>The Vatican foreign minister also noted that he and Lavrov had \u201can extensive exchange of views on numerous regional and international issues,\u201d including situations in the Middle East, Asia, Latin America and Africa.<\/p>\n<p>Highlighting the need for diplomacy, especially \u201cwhen differences exist,\u201d Archbishop Gallagher expressed the Vatican\u2019s \u201cdeep concern\u201d over the war in Ukraine, and \u201cdeplores the sufferings of the innocent.\u201d<\/p>\n<p>\u201cAfter more than four years of hostilities, the conflict continues to expand, the number of victims continues to grow, many families remain divided, and the material and psychological consequences of the conflict affect millions of people in Ukraine and Russia,\u201d the archbishop said.<\/p>\n<p>\u201cFor this reason, during our exchange, I reiterated the appeal of His Holiness Pope Leo XIV to end the hostilities and to begin authentic negotiations with the support of the international community,\u201d the Vatican\u2019s foreign minister said.<\/p>\n<p>He also stressed that true dialogue \u201cimplies a recognition of the fact\u201d that the longer the war continues, \u201cthe more difficult it will be to arrive at an adequate resolution, while the sufferings of the population continue to increase.\u201d<\/p>\n<p>\u201cPope Leo XIV has recently reiterated that peace is at the same time a gift and a responsibility,\u201d Archbishop Gallagher said. \u201cHe has defined it as both unarmed and disarming.
