Neither will return.

Only a year ago, both were meant to split their time between Australia and North America. Now they will be gone altogether. That is a significant planning change in a short period, and the reasons behind them matter as much to Carnival, and its local passengers as it does to the whole cruise industry.

Carnival points to long-term certainty and globally competitive operating conditions, the factors weighed when ships are deployed years in advance. Country manager Peter Little was direct about why Australia is exposed. As the only line with ships dedicated here year-round, Carnival carries greater exposure to local market and operating conditions than the seasonal players. Earlier, the company cited more favourable conditions elsewhere, and an uncertain regulatory environment in Australia and New Zealand.

Strip away the corporate phrasing and the message is simple: capital goes where the rules are predictable and that is not here. A ship is a 30-year asset that can be redeployed in a season. Australia is competing for those ships against every other cruise market in the world, and right now we are not winning.

Carnival Adventure and Carnival Luminosa will cease arriving in Australia.

Awkward timing

The timing is awkward, given the government has just extended the Coastal Trading Act cruise exemption to the end of 2028. CLIA welcomed it, and rightly so. The industry supports more than 22,000 Australian jobs and generates more than $7 billion a year in economic benefits, flowing to travel agents, hotels, restaurants, farmers, tourism operators and maritime suppliers. Joel Katz is correct that cruise lines already operate under serious international oversight, and that making the Maritime Labour Convention explicit reinforces obligations they already meet.

“The cruise industry has been warning for some time that regulatory uncertainties and rising costs have seriously damaged Australia’s ability to attract cruise ships to local waters,” CLIA said in a statement to Travel Weekly.

“Notable cruise brands have left this region while others have reduced their Australian operations, despite record levels of demand among cruise passengers here and overseas.

“This latest news confirms the industry’s fears and will wipe hundreds of millions of dollars from the Australian visitor economy. Cruise tourism previously generated more than $7 billion a year for the Australian economy and supports more than 22,000 jobs around the country, some of which are now under a cloud.

“CLIA and cruise lines have been calling for urgent action to revive Australia’s competitiveness. Australia needs stable, practical and competitive policy settings to restore our ability to attract ships, bring more cruise passengers to our shores, and create new economic opportunities for communities around the country.”

And just last month, Cruise Lines International Association global president and CEO Charles “Bud” Darr fired another shot across the bows of the Australian cruise industry, saying it risks losing pace with the rest of the world and faces being left behind if high local costs and government red tape are not addressed.

Global cruise industry boss warns Australia risks being left behind on global growth

Interim step

Little called the Coastal Trading Act extension “a welcome but interim step”, and that is the crux of the matter. An exemption that expires in two years, with a licensing regime still being designed, is not certainty. It is a countdown and Carnival, a line that plans many years in advance, was not having any of it. Deployment decisions for 2029 and beyond are being made now, and no cruise line can commit ships to a market whose operating framework is unknown.

This is not just a Carnival problem. If the line with the deepest local commitment is slashing its Australian footprint, others with seasonal programs have every reason to ask whether the numbers still add up. Fewer ships means fewer sailings, fewer calls at regional ports like Airlie Beach or Pacific neighbours such as Vanuatu, and fewer cruise customers for the many advisors who sell them.

Canberra has two years to get a much longer-term solution right. The review must move quickly, consult properly and deliver a framework that is workable and viable, not just a well-intentioned re-draft. The industry, for its part, should keep engaging constructively and make the economic case loudly.

Because if certainty doesn’t arrive soon for the industry, the next ship withdrawn won’t be a surprise. It’ll be a pattern that will be repeated.

No longer smiling: Peter Little, Bud Darr and Joel Katz at Cruise360 last year.

kabarsula SLOT

[1

post-3187","post","type-post","status-publish","format-standard","has-post-thumbnail","hentry","category-kabarsula
["GET
