Responding to the dramatic escalation of armed hostilities between the\u00a0Huthi\u00a0de facto authorities,\u00a0the Yemeni government and Saudi Arabia in recent weeks and the growing toll on civilians amidst ongoing attacks, Amnesty\u00a0International\u2019s\u00a0Regional Director for the\u00a0Middle\u00a0East and North\u00a0Africa,\u00a0Heba\u00a0Morayef,\u00a0said:\u00a0\u00a0<\/p>\n
\u201cThe\u00a0risks to civilians\u00a0in Yemen and Saudi Arabia\u00a0are\u00a0rapidly\u00a0increasing\u00a0each day\u00a0this\u00a0conflict escalates.\u00a0All parties to the conflict must\u00a0ensure\u00a0civilians\u00a0are protected\u00a0and\u00a0abide by their obligations under international humanitarian law.\u00a0\u00a0<\/p>\n
\u201cOver the\u00a0past\u00a0week,\u00a0deadly\u00a0Huthi\u00a0attacks\u00a0on\u00a0airports\u00a0in Saudi Arabia\u00a0have\u00a0caused significant civilian harm, including\u00a0a 10 October attack on\u00a0King Khalid International Airport\u00a0in Riyadh\u00a0that\u00a0killed\u00a013\u00a0people\u00a0and\u00a0wounded\u00a0hundreds\u00a0more- the\u00a0deadliest\u00a0attack\u00a0in Saudi Arabia\u00a0in\u00a0over\u00a0a decade.\u00a0The attack\u00a0came\u00a0amidst the return of full-blown\u00a0armed hostilities\u00a0to Yemen\u00a0with devastating\u00a0consequences for\u00a0civilians\u00a0there, particularly on the coast and around\u00a0Ta\u2019iz, Yemen\u2019s third largest city.\u00a0\u00a0<\/p>\n

\u201cIn Yemen,\u00a0where civilians are already grappling with a severe humanitarian crisis and the impact of years of sporadic bouts of fighting,\u00a0the\u00a0conflict\u00a0will further compound\u00a0the\u00a0suffering\u00a0of the civilian population.\u00a0It is critical that parties to the conflict\u00a0take all\u00a0feasible\u00a0precautions to\u00a0avoid\u00a0or, in any event,\u00a0minimize\u00a0harm\u00a0to civilians\u00a0and civilian\u00a0objects, and\u00a0provide\u00a0unfettered access to humanitarian aid\u00a0for civilians in need.\u201d\u00a0<\/p>\n
Background<\/strong>\u00a0<\/h2>\n
Recent weeks have seen a dramatic escalation in hostilities between the\u00a0Huthi\u00a0de-facto authorities in Yemen, the internationally recognized Yemeni\u00a0government\u00a0and\u00a0Saudi Arabia.\u00a0The renewed conflict in Yemen is linked to the regional conflict involving the US, Israel, and Iran.\u00a0The\u00a0Huthis\u00a0are supported by Iran and the Yemeni government by Saudi Arabia.\u00a0<\/p>\n
The escalation\u00a0in Yemen\u00a0follows the breakdown of\u00a0a\u00a0UN-brokered ceasefire in July 2026,\u00a0following air strikes on Sana\u2019a airport claimed by the internationally recognized government.\u00a0Between 2015 and 2022, Amnesty International documented gross human rights violations\u00a0and serious violations of international humanitarian law, including\u00a0likely\u00a0war\u00a0crimes, committed by parties to the conflict, including the\u00a0Huthi\u00a0armed group and Saudi-led coalition.\u00a0<\/p>\n
The escalation\u00a0has been accompanied by\u00a0intensified<\/a>\u00a0ground fighting between the\u00a0Huthis\u00a0and Yemeni government forces inside Yemen,\u00a0including\u00a0deadly attacks by\u00a0Huthi\u00a0forces\u00a0on civilian areas.\u00a0While the real\u00a0death toll is\u00a0significantly higher,\u00a0the UN human rights office\u00a0reported in late September that\u00a0it had documented\u00a0at least 32 civilians,\u00a0including 15 children,\u00a0killed since August.\u00a0\u00a0<\/p>\n
Huthi\u00a0forces have also carried out\u00a0attacks targeting airports, military\u00a0installations\u00a0and oil facilities across Saudi Arabia, as well as ships at sea.\u00a0Between 5 and 11 October,\u00a0Huthi\u00a0attacks on civilian airports across Saudi Arabia damaged passenger terminals and civilian\u00a0aircraft\u00a0and killed at least 20 people and injured more than 350 people, according to\u00a0the National.<\/a>\u00a0\u00a0\u00a0<\/p>\n
Saudi Arabia has also resumed its air\u00a0strikes in Yemen.\u00a0According to the Yemen Data Project, at least 66 civilians have been killed and 90 injured.\u00a0<\/p>\n
The latest escalation\u00a0is\u00a0exacerbating\u00a0an already severe humanitarian crisis in Yemen where, according to UN figures, at least\u00a018.3 million people\u00a0are acutely food insecure and more than\u00a02.2 million children\u00a0under five and 1.3 million pregnant and breastfeeding women are acutely malnourished.\u00a0Access to food and healthcare have repeatedly worsened due to the conflict,\u00a0warring party conduct\u00a0and\u00a0humanitarian funding cuts<\/a>.\u00a0\u00a0<\/p>\n<\/div>\n
