The\u00a0expanded\u00a0use\u00a0of surveillance technologies\u00a0in Argentina\u00a0during the first\u00a0two years of\u00a0the\u00a0Javier Milei\u2019s\u00a0administration\u00a0has\u00a0served to\u00a0expand states\u00a0surveillance\u00a0capabilities, profiling and reprisals\u00a0in the country,\u00a0creating a chilling effect\u00a0on rights to privacy\u00a0and\u00a0freedom of expression,\u00a0peaceful\u00a0assembly\u00a0and association,\u00a0Amnesty International said in a new report today.\u00a0<\/p>\n

The\u00a0report,\u00a0Sensing the Surveillance\u00a0State<\/em><\/strong><\/a>,<\/em>\u00a0documents how\u00a0the government\u00a0implemented\u00a0sweeping\u00a0institutional\u00a0reforms\u00a0to expand its\u00a0intelligence capabilities\u00a0and therefore surveillance mechanisms,\u00a0through\u00a0executive\u00a0decrees\u00a0and resolutions.\u00a0Between\u00a02024-2025, it also\u00a0acquired\u00a0technologies\u00a0worth at least US$1.2 million, including\u00a0social\u00a0media\u00a0monitoring\u00a0tools, facial\u00a0recognition,\u00a0and aerial\u00a0surveillance\u00a0tools.\u00a0Together, these policies and\u00a0technologies\u00a0amount to a system of mass surveillance.\u00a0<\/p>\n

\u201cPervasive surveillance is being used against\u00a0Argentinians\u00a0in both\u00a0physical and digital spaces,\u00a0to devastating effect.\u00a0These technologies have become an integral part of the\u00a0infrastructure\u00a0of state control,\u00a0targeting\u00a0dissent,\u00a0deterring\u00a0protest movements,\u00a0and\u00a0harassing\u00a0marginalized groups,\u00a0among other\u00a0authoritarian practices,\u201d said Paola Garcia Ray, Deputy Director, Amnesty International Argentina.<\/p>\n

\u201cWhen powerful people\u00a0don\u2019t\u00a0want accountability, they attack\u00a0those who ask questions\u00a0and use whatever is at their disposal\u00a0to\u00a0monitor, control and\u00a0repress.\u201d \u00a0<\/p>\n

The report\u00a0is\u00a0based on interviews with\u00a021\u00a0people including\u00a0journalists, activists, pensioners, young\u00a0people\u00a0and human rights defenders; analysis of\u00a0scores of\u00a0procurement documents and data\u00a0related to\u00a0acquired\u00a0surveillance technologies;\u00a0and\u00a0information\u00a0obtained\u00a0through freedom of information (FOI) requests.\u00a0<\/p>\n

An expanding surveillance infrastructure<\/strong>\u00a0<\/h2>\n

The\u00a0Argentinian government\u00a0has\u00a0procured\u00a0various\u00a0surveillance\u00a0technologies, including open-source intelligence platforms\u00a0designed for the collection,\u00a0cross-checking\u00a0and visualization of large volumes of data from social media, websites, the dark web, personal data, technical\u00a0infrastructure\u00a0and other public databases.\u00a0\u00a0<\/p>\n

Purchases also include\u00a0licences for\u00a0facial recognition software\u00a0from companies\u00a0with a\u00a0track record of mass exploitation of\u00a0biometric data without sufficient legal grounds\u00a0<\/a>,\u00a0as well as\u00a0the procurement of drones and ground control stations, with automated tracking capabilities, thermal\u00a0cameras\u00a0and real-time transmission of images.\u00a0<\/p>\n

\u201cWe\u2019ve\u00a0all been fully\u00a0identified\u00a0for a long time now\u2026 Sometimes as\u00a0you\u2019re\u00a0walking you get to [where you were going] and suddenly you see the drone hovering just above your head. Sometimes within six feet. Why so close? Why is it so invasive?\u201d\u00a0said Ana\u00a0Tapia,\u00a0a member of the Insurgent Pensioners (Jubilados\u00a0Insurgentes<\/em>)\u00a0collective.\u00a0<\/p>\n

Pensioners\u00a0in Buenos Aires\u00a0march every Wednesday to the National Congress to\u00a0protest against\u00a0the pension cuts made by the national government.\u00a0<\/p>\n

The report documents the direct impact such surveillance capabilities\u00a0are\u00a0having\u00a0on\u00a0various groups including journalists,\u00a0activists, and migrants. It found that\u00a0some were self-censoring on social media and in public spaces, reducing\u00a0participation in protests\u00a0for fear of being\u00a0identified\u00a0and targeted,\u00a0and\u00a0taking\u00a0more cautious measures in the planning of public activities.\u00a0<\/p>\n

A global wave of techno-authoritarianism<\/strong>\u00a0<\/h2>\n

Amnesty International\u00a0has\u00a0documented\u00a0abuse\u00a0and misuse\u00a0of such technologies\u00a0globally<\/a>.\u00a0The\u00a0Argentinian authorities\u2019\u00a0procurement and\u00a0expanded scope\u00a0of\u00a0AI-driven surveillance\u00a0reflects\u00a0a global trend\u00a0where\u00a0the\u00a0state\u2019s\u00a0use of such products\u00a0incentivizes\u00a0companies\u00a0to run businesses that commercialize\u00a0wide-scale\u00a0surveillance.\u00a0Together,\u00a0this\u00a0compounds\u00a0the\u00a0risks to\u00a0rights such as\u00a0the rights to privacy, equality and non-discrimination, freedom of expression and peaceful assembly, while also stifling transparency and freedom of information.\u00a0<\/p>\n

\u201cWhat is happening in Argentina is\u00a0not unique. Around the world,\u00a0states engaged in authoritarian practices\u00a0are\u00a0ramping up their use of surveillance technologies against\u00a0human rights defenders, young people, migrants, marginalized and displaced groups, and dissidents.\u00a0Too often this goes hand in hand with a lack of oversight,\u00a0transparency,\u00a0and accountability,\u201d\u00a0said\u00a0Matt Mahmoudi,\u00a0Researcher and Advisor,\u00a0Artificial Intelligence\u00a0and Human Rights, Amnesty International. \u00a0\u00a0\u00a0<\/p>\n

Amnesty International is calling on the\u00a0Argentinian authorities\u00a0to\u00a0ban\u00a0the development, production, sale, and\u00a0use of\u00a0remote\u00a0biometric\u00a0recognition\u00a0technologies\u00a0for mass and targeted discriminatory\u00a0surveillance,\u00a0and\u00a0to\u00a0ban\u00a0its\u00a0unlawful\u00a0use\u00a0by all public and private actors.\u00a0<\/p>\n

The authorities must also\u00a0establish\u00a0appropriate\u00a0regulatory\u00a0measures\u00a0for the procurement,\u00a0development, production, sale, import and export\u00a0of surveillance technologies,\u00a0and\u00a0specific public policy\u00a0frameworks\u00a0for their use.\u00a0<\/p>\n

\u201cArgentina must\u00a0demonstrate\u00a0that it is committed to human rights, by ensuring that\u00a0the use of AI-driven surveillance\u00a0does not\u00a0go unchecked\u00a0and those responsible for human rights abuses perpetuated because of these systems must be held accountable,\u201d\u00a0Matt Mahmoudi.\u00a0<\/p>\n<\/div>\n
