Reacting to the Central Bank of Ireland\u2019s confirmation that on the expiry of the Israel Bonds\u2019 prospectus their sale in Europe has ended Stephen Cockburn, Amnesty International\u2019s Europe Director, said:\u00a0<\/p>\n
\u201cThis outcome is a testament to the indefatigable campaigners who protested outside the Central Bank for more than a year, supported by the Parliamentarians who kept pushing for Ireland\u2019s compliance with international law in the halls of power, and all those who spoke out against these Bonds\u2019 sale in Europe.<\/p>\n

Background<\/strong><\/p>\n
To be sold in the European Economic Area (EEA), the prospectus for Israel Bonds needs to be approved by a competent authority in an EU member state. Since 2021 Ireland has been the \u2018home member state\u2019 for Israel Bonds. Due to the public pressure in response to Israel\u2019s genocide against Palestinians in the occupied Gaza Strip, in 2025 the Central Bank of Ireland transferred the prospectus to Luxembourg whose competent financial authority approved it. This prospectus expired on 31 August 2026.\u00a0<\/p>\n
In July, Luxembourg\u2019s financial regulator rejected<\/u><\/a> to approve the prospectus for another year. The decision came after increasing pressure from civil society and legal experts. They mobilized and published\u202fresearch<\/u><\/a>\u202fto support their call to the authorities to stop the bonds.\u00a0<\/p>\n
Amnesty International has been calling<\/u><\/a> on Ireland, Luxembourg and other EU states not to allow the sale of Israel Bonds in Europe.\u00a0<\/p>\n<\/div>\n
